From a Quiet 1989 Venture to East Africa’s Super Empire: How Lt. Gen. Mugira Turned NEC into Uganda’s Multipurpose Business Giant.

By Musa Rwamigoye.

From a quiet military commercial venture established in 1 989, the National Enterprise Corporation (NEC) has today emerged as East Africa’s most diversified and multipurpose business Centre, a transformation widely credited to the transparent and strategic leadership of its Managing Director and Chief Executive Officer, Lt. Gen. James Mugira.

Established under Cap. 312 as the commercial arm of the Ministry of Defence and Veterans Affairs and the Uganda People’s Defence Forces (UPDF), NEC’s mandate was to create self-sustainability for the army and contribute to national development. Under Lt. Gen. Mugira, who has led the Corporation since April 2015, that mandate has been turned into a visible national success story.

What makes the National Enterprise Corporation (NEC) a true multipurpose business empire is not just one product, but a complete ecosystem of subsidiaries and joint ventures strategically spread across Uganda, all under the transparent and disciplined management of its CEO, Lt. Gen. James Mugira.

From its headquarters at Plot 58, 6th Street, Industrial Area, Kampala, NEC now operates as a holding company managing 7 major subsidiaries and over 6 strategic joint ventures, making it the most diversified state-owned enterprise in East Africa.

When President Yoweri Kaguta Museveni appointed Lt. Gen. James Mugira to head the National Enterprise Corporation (NEC), it was a deliberate move to leverage his proven track record in military administration.

Lt. Gen. Mugira is a polished and principled officer who executes his duties strict adherence to the ethos of his office. His rise through the ranks is not a product of luck or nepotism, as some may assume, but of natural intelligence, patriotism, incorruptibility, and unwavering loyalty to his Commander-in-Chief.

Upon assuming office, Lt. Gen. Mugira gradually instilled military discipline into business management. His leadership style is anchored on three core pillars: Transparency, Accountability, and Strategic Partnerships.

Lt. Gen. Mugira’s strategies have paid off handsomely. Last month, while appearing before Parliament’s Defence and Internal Affairs Committee, the Minister of Defence, Hon. Kiryowa Kiwanuka, together with NEC executives, revealed that NEC has generated more than UGX 276 billion in dividends from its joint ventures over the last 15 years, despite limited government funding with the proceeds reinvested into strategic national projects.

The factory is fully built and equipped, with trial production completed, ending Uganda’s reliance on imported military wear and boosting the Buy Uganda Build Uganda policy.

10. Sports and Youth: Investing in Talent.

NEC is also the proud owner of NEC FC, a Uganda Premier League side. Since its promotion to the top flight, the club has registered an impressive performance, becoming one of the most competitive teams in the league and providing a vital platform for nurturing young Ugandan talent.

NEC FC has consistently ranked near the top of the StarTimes Uganda Premier League table, sitting high in the standings during the 2024/25 and 2025/26 campaigns, competing strongly among the top two to three positions.

NEC FC has successfully groomed talent to the highest level, with its players attracting big contracts beyond Uganda. Notable examples include Joseph Seremba, a midfielder who completed a three-year deal with Nairobi United in August 2026, and Charles Waibi, a winger/attacker nicknamed “The Engineer,” who moved during the January transfer window.

Both are testament to the club’s ability to develop players capable of securing lucrative moves to top regional clubs.

2. PROHEL INTERNATIONAL SERVICES Ltd.

Proheli International Services Ltd is a Joint Venture company registered in the Republic of Uganda in 2016, in partnership with the National Enterprise Corporation (NEC), the commercial arm of the Uganda People’s Defence Forces (UPDF), and Pro-Heli International, a Russian aviation company.

It is fully licensed and authorized by the Government of Uganda to offer services in Maintenance, Repair and Overhaul (MRO) of civil and military helicopters and aircraft.

The ultra-modern MRO plant is located at Nakasongola Air Force Base, Nakasongola Military Cantonment. It was commissioned by H.E President Yoweri Kaguta Museveni on 22nd January 2022. It is described as the first of its kind in Sub-Saharan Africa.

Strategic Importance.

The facility is being developed into a regional hub for East Africa and UN Missions using Russian helicopters, for the entire continent. It enables technological transfer, saves resources, reduces lead time, and offers research opportunities, as noted by Lt. Gen. James Mugira.

It is currently attracting international defence cooperation – notably Uganda-Azerbaijan discussions in 2024/2025 focused on collaboration through Proheli.

With all these strategic investments, Lt. Gen. Mugira remains the most recognized administrator in Uganda who has championed value addition for the nation. But above all, profound gratitude goes to the visionary leader, H.E. Gen. Yoweri Kaguta Museveni, who with foresight and wisdom, identified Lt. Gen. Mugira as the suitable officer to transform NEC and build it into a multipurpose business empire.

Indeed, none of these achievements would have been possible without the prevailing peace, stability and security that Uganda enjoys today. The peace that has been steadfastly ensured and preserved by the mighty UPDF, whose heroic lineage traces from FRONASA to the 1981-1986 Bush War liberators.

Long live Gen. Yoweri Kaguta Museveni, the Father of Modern Uganda.
